Our founder, Meryl B. Rosenberg, is the director of ARTparenting’s Complete Surrogacy Program and oversees the legal services we provide for family formation through assisted reproductive technologies and adoption.

Meryl is a key innovator in the development, education, and regulation of reproductive law. She holds leadership roles in the Academy of Adoption and Assisted Reproduction Technology Attorneys (AAAA) the American Society for Reproductive Medicine (ASRM), the American Bar Association Family Law Division, Family Equality Council, Resolve, and the Tinina Q. Cade Foundation.

In 2017, after years of advocacy by Meryl and other attorneys, a breakthrough new surrogacy law took effect legalizing surrogacy arrangements in the District of Columbia.

Meryl received her BA from Brandeis University, attended the University of Maryland School of Law and received her JD from Wayne State University. She is admitted to the bar in Maryland, District of Columbia, New Jersey (formally admitted in Michigan).

Associate Attorney

We welcomed our associate, Wendy S. Rudolph, to ARTparenting in 2015. Meryl B. Rosenberg, our founder, and Wendy met while working together on philanthropic causes in the DC area. When Wendy and Meryl cycled off the Executive Committee of the Jewish Federation of Greater Washington at the same time, they knew they wanted to continue their association. Wendy accepted the position of associate attorney at ARTparenting knowing it would be a great fit for reasons both professional and personal: She has an extensive background in contract and family law and can empathize with the intended parents, having dealt with fertility issues before raising her four children.

Wendy received her BA and JD from the George Washington University in Washington, DC. She was a partner at Caplin & Drysdale for 12 years and later represented children in child abuse cases in the DC courts. In recent years, she has been working with various non-profit organizations in leadership positions — including her role as co-chair for an international collaborative funders group. She is admitted to the bar in the District of Columbia.

Wendy takes great pride in getting to know each client personally — treating them with respect, compassion and patience. Due to her caring nature and professionalism, she will quickly resolve any issues that may arise during the contract phase and beyond.

Associate Attorney / Program Manager

In her role as Program Manager, Jessica supports the staff in facilitating our Complete Surrogacy Program. Jessica answers intended parents' and surrogates' questions about the surrogacy process along with our other team members. She assists with coordinating the screening process surrogates undergo before being matched as well as other matters along the way. As our Associate Attorney she drafts essential documents, and gives referrals for service providers when needed. In addition to surrogacy assistance, she provides necessary legal information for contract drafting and prepares legal documents for the intended parents such as birth-order court paperwork and egg-donor contracts. Jessica particularly enjoys her interaction with surrogates and intended parents. She is often the one who handles filings in court and enjoys the buzz of the courthouse.

Jessica received her BS from the University of Wisconsin. She then went on to receive her Master in Public Health from George Washington University and her JD from Catholic University.

As far back as she can remember, Jessica has been passionate about children and their wellbeing — from serving as a camp counselor to working for national nonprofits that benefit the lives of children. After graduating from law school, Jessica was awarded a two-year Equal Justice Works fellowship hosted by the Children’s Law Center in Washington DC. As a fellow, she provided legal services, outreach, and advocacy to secure better housing, education and healthcare for low-income families in DC who were confronting health-harming legal barriers to managing their children’s asthma. After completing her fellowship, Jessica stayed on at Children’s Law Center as a staff attorney and continued to represent parents with special education, housing, and insurance matters. She is barred in DC and Maryland.

While devoting her time to other families, Jessica was trying to create her own family and quickly learned it was not going to come easily. This experience, which thankfully led to the birth of her daughter, opened her eyes to the assistive reproductive technology field. She knew it was an area she wanted to explore and jumped at the opportunity to work for Meryl who is spoken of so highly in this field. Jessica feels no task is too small to help others achieve their goals in life, especially if it means bringing another beautiful life into this world.

Julie joined our team as bookkeeper and surrogacy coordinator in 2012. In 2022 Julie transitioned from her role guiding our surrogates to focus on accounts management. Her gift for staying upbeat while keeping on top of every important detail is an asset to the office and to all working with us.

From 2012 to 2022, Julie was the first person to greet our prospective surrogates and help them learn about becoming a gestational surrogate with our program. Providing one-on-one support (which we still provide), she coordinated all the logistics: financial, medical, insurance, travel, and more. What our clients and gestational carriers agree on is that Julie is always warm, friendly and informative!

Julie received her BS degree from the University of Maryland. She was an accountant in the corporate world before raising 3 children of her own, now grown, and knows that being a parent is one of life's greatest joys.
